Add to this Minneapolis’s high-quality parks, vibrant arts scene, thriving professional sports culture, and extensive bike paths around sparkling lakes, and it’s clear why the city leads our list.
2. Omaha, NE
Omaha ranks second on our list for professionals looking to pivot careers. With a low unemployment rate of 3.6%, the city offers a welcoming and stable job market. Median one-bedroom rents average just $989, providing financial flexibility for newcomers. Average home values sit around $283,310, about 3.9 times the median household income. Short commutes, a solid work-life balance rating of 73.4, and a thriving entertainment scene with historic neighborhoods, cultural events, and diverse culinary options also make Omaha an attractive choice for career changers.

7. Madison, WI
Seventh on our list, Madison combines career momentum with livability. It leads all cities in work-life balance with a score of 83.6 and maintains an unemployment rate of just 2.8%. Labor force participation rate is at a healthy 85.9%, signaling strong pathways for professionals in tech, education, and healthcare. With median rent at $1,575, the city offers affordability along with lakeside recreation, bike-friendly streets, and a thriving local food scene. It also ranked as the third best city for working families to live in.
8. Scottsdale, AZ
Scottsdale ranks eighth and offers a strong mix of career opportunities and everyday livability. The city boasts a median household income of $107,372, and one-bedroom rentals averaging $1,695. Median household income is $91,461 and rent for a one-bedroom averages $1,524. The city scores high in entertainment and recreation with endless festivals, food trucks, music venues, and the famous Barton Springs Pool. Methodology
To calculate our rankings, we created indices for a number of metrics relevant for career changers. The metrics were grouped into three categories, each with its own weighting:
Category 1: Employment (40%)
Median Household Income Index (15%)
This data was sourced from the latest U.S. Census Bureau dataset.
Labor Force Participation Index (15%)
This is the total number of workers in the labor force who were unemployed, divided by the total labor force in each city. Data comes from the U.S. Census Bureau’s most recent ACS dataset (5 year American Community Survey).
Unemployment Index (10%)
This was sourced from the U.S. Bureau of Labor Statistics from February 2025.
Category 2: Financial (35%)
Rental Housing Affordability Index (15%)
This index was calculated by dividing each city’s annual median rental costs by its annual median household income to reflect what percentage housing costs are relative to local earnings. Rental costs were gathered from Zumper in April 2025.
Single Family Home Affordability Index (10%)
This index was calculated by dividing each city’s average single-family home value by its median household income to measure how attainable homeownership is based on local earnings. The average home value was sourced from Zillow in April 2025.
Cost of Living Index (10%)
BestPlaces.net cost of living scores were measured based on the costs of food, utilities, transportation, healthcare, and childcare.
Category 3: Lifestyle & Community (25%)
Entertainment & Recreation Index (10%)
This index was derived from a number of different sources, including the U.S. Census, Tripadvisor, The Trust for Public Land, Numbeo, and Yelp.
